Plan of Action with Regularization of Illegal Colonies

In order to bring unauthorized colonies under the umbrella of planning framework and to provide basic facilities to the residents of these colonies, the Government of Punjab had enacted the Punjab Laws (Special Provisions) Act, 2013 for a period of one year i.e., 17.04.2013 to 16.04.2014, notified for compounding of offences for creation of unauthorized colonies and regularization of plots/ buildings falling within these colonies


During the implementation of this policy, a large number of applications were received for compounding of unauthorized colonies. But due to shortage of staff and implementation of model Election Code of Conduct during the implementation of this policy, a number of applications could not be disposed off within the stipulated period of time. Also, the Non-Resident Indians and the people of Punjab working outside the State of Punjab who could not apply earlier for regularization of their plots/ buildings under the previous policy are to be provided another opportunity for regularization of their plots/ buildings falling in unauthorized colonies.

Therefore, a new policy for compounding/ regularization of unauthorized colonies and plots/ buildings falling within these colonies in the State of Punjab was framed under the provisions of the Punjab Laws (Special Provisions) Ordinance 2014.

While applying for registration of unauthorized colonies, people must have:
  •  Proof of ownership viz., Registered Sale, Deed, full and final or payment agreement/agreement to sell  on stamp paper. 
  • Fard Jamabandi (A jamabandi is a term used in India meaning "rights of records" and refers to land     records. These records are documents which are maintained for each village within its Tehsil.) of the time when such a colony was sold/ developed. Some of them include:
Location plan of the colony along with Khasra plan of the area.

Fully-dimensioned Layout Plan showing detail of plots sold, under agreement to sell, unsold, built up/vacant plots, road circulation with width, space left for parks, public amenities, if any and duly signed by the owner/ applicant.

Service plan of the colony, details of the development works carried out in the colony, undertaking by the applicant to pay.

Composition/Regularization Fee or any other charges levied by the government to make necessary amendments in the Layout / Service Plans (if required).

While applying for registration of a plot or building within an unauthorized colony, people must have:
  • Proof of ownership viz., Registered Sale Deed, full and final payment agreement/ agreement to sell on stamp paper.
  • Fard Jamabandi of the time when such plot/ building was sold/ developed and the present jamabandi (if applicable).
  • Location plan showing the adjoining plots/ buildings with number of plots or name of the owners.
  • For plots up to 750 sq yards residential-fully dimensioned Building Plan showing detail of constructed area on all floors signed by the owner.
  • sq yards and all other buildings.
Residents can apply in their respective authority offices, all SDM offices and all Suvidha Centres in Punjab.
